To put it simply, WEI surrogate is sort of a benchmark.

To put it more complex, it's a front-end to WinSAT.

To put it in all detail, Windows Vista and 7 had a feature called Windows Experience Index. It showed you at one glance how baldy your PC sucks. 8 got rid of it. WEI was really just a front-end for WinSAT though, Microsoft's benchmark built into every Windows installation. WEI surrogate does the same that WEI did back then: run WinSAT and present the results in an easy-to-read fashion.
